This document explains the conditions under which the Welcome Card is issued and used. Using the card means accepting these terms.

What the card is

The Welcome Card is a free benefit offered by the Țara Dornelor Destination Management Organization (DMO) to tourists staying in the destination. It takes the form of a QR code and a written code, opened in your browser, on your phone.

The card is not a payment instrument: it has no balance, cannot be topped up and cannot be exchanged for money. It costs nothing and is not for sale.

How it is issued, and to whom

The card is issued on the basis of a confirmed stay at an accommodation in the destination, of at least 3 nights. The reception issues it to the e-mail address given at booking, and you receive a single link.

The card is personal. The holder is the person named in the booking. Additional cards can be issued for companions on the same stay, up to the number of guests — see the section on invitations.

The card is offered per room, regardless of the number of people staying in it.

How long it is valid

The card is valid exclusively for the duration of the stay it was issued for, from the check-in date to the check-out date in the booking, provided the stay falls within the Welcome Card campaign period, 1 July – 30 November 2026. After that date it automatically becomes “expired” and can no longer be used for subsequent stays.

If the stay is cancelled, the card issued for it is revoked.

Where the discount applies — and where it does not

The discount applies at the enrolled businesses, for the services each of them announces on its page: dining, leisure, wellness, entry to attractions, transport, crafts. The full list and each business’s benefit are public on the partners page.

Accommodation is not part of the programme. No night of accommodation is discounted through the card — the booking is the card’s source, not its object.

The benefit is the one displayed at the time of use. A business may change its offer or suspend its participation; the public page always shows the current state, and a benefit outside its validity window is marked as such. Depending on the weather, some discounts or experiences may be limited.

The DMO’s role: programme administrator, not a party to the transaction

The DMO runs the programme: it enrols the businesses, publishes the list, issues and validates the cards. The service is provided by the business, and the discount is granted by the business, out of its own margin.

No money passes through the platform. The contract for the service consumed — the meal, the ticket, the wellness session — is concluded between you and the business, which also issues the receipt or invoice. Complaints about service quality go to the business; the DMO can only act on that business’s participation in the programme.

How it is used

At the business, you show the QR code on your screen or read out the written code. The partner validates the card on the spot, every time you use a benefit: the staff scan or type it, immediately see the discount and apply it.

A business may set how many times per day the card can be used there — usually once, though some services, such as a chairlift, allow several. The limit is shown by the system at validation.

Companion cards

The holder may invite companions from the same stay, up to the number of guests in the booking. Each invitee receives their own card, with the same validity.

The invitation is confirmed at the holder’s address, so that a card cannot be issued in someone’s name without their knowledge. Companion cards are revoked together with the holder’s card.

What is expected of you

The card is to be used by the person it was issued to. Do not lend it and do not publish the code: whoever holds it can use it, and the uses remain recorded against your card.

Presenting an expired or revoked card, or another person’s card, as well as attempting to use more than once a benefit granted only once, entitle the business to refuse the discount and the DMO to revoke the card.

What is expected of the enrolled business

The enrolled business undertakes to honour the benefit it publishes, for any valid card presented within the announced period, and to keep its public listing up to date: name, address, opening hours, description, images.

The business may change or withdraw its offer at any time, effective when the change is published. Repeated failure to honour the published benefit leads to suspension from the programme.

Suspension and revocation

A card may be revoked if the stay it was issued for is cancelled, if it was obtained with untrue data, or if it is used outside the conditions above. Revocation takes effect immediately.

If you lose the link, you can recover it at the same e-mail address the card was issued to.

Liability and its limits

The DMO is responsible for the operation of the platform and for the accuracy of the information published about the programme. It is not responsible for the quality of the services provided by the businesses, for their availability at a given moment, nor for a business refusing to honour the benefit — in which case you may notify the DMO, which may suspend that business.

The programme is offered as is, as a free benefit. Technical interruptions are remedied within a reasonable time and do not give rise to compensation, the card not being a paid service.

Changes to these terms

These terms may change, particularly as the programme gains new features. The applicable version is the one published here at the time the card is used; the date of the last update is shown at the top of this page.

Applicable law

These terms are governed by Romanian law. Disagreements are settled amicably; failing that, the Romanian courts have jurisdiction.

For services consumed at the businesses, consumer rights are exercised against the providing business, under the applicable legislation.
